Shri Divakar Jayant Takes Charge as DG Naval Armament

Shri Divakar Jayant, a senior officer of the Indian Naval Armament Service (INAS), has assumed charge as the Director General of Naval Armament (DGONA) at Naval Headquarters under the Ministry of Defence. He took over the prestigious appointment on February 2, 2026, marking a significant leadership transition in one of the Indian Navy’s most critical technical domains.

He succeeds Shri P. Upadhyay, who superannuated from service on January 31, 2026, after a distinguished tenure. The appointment comes at a time when the Indian Navy continues to modernise its armament infrastructure and strengthen indigenous defence capabilities.

Over Three Decades of Dedicated Naval Service

Belonging to the 1991 batch of the Indian Naval Armament Service, Shri Divakar Jayant joined the Naval Armament Organisation of the Indian Navy on December 28, 1992. Over a career spanning more than 33 years, he has been associated with key operational, managerial and strategic assignments across multiple naval establishments.

His long association with the organisation has provided him with deep institutional knowledge and hands-on experience in managing complex armament systems that are central to naval combat readiness.

Leadership Roles Across Major Naval Establishments

During his career, Shri Jayant has held several senior leadership positions, including Chief General Manager and General Manager-cum-Principal Director. He has served at major Naval Armament Depots located in Mumbai, Visakhapatnam and Alwaye, as well as at Naval Headquarters under the Ministry of Defence.

These roles placed him at the forefront of managing logistics, safety, storage, maintenance and operational readiness of critical naval weapon systems.

Technical Expertise in Naval Armaments

An Electrical Engineering graduate from the Indian Institute of Technology (IIT) Delhi, Shri Divakar Jayant brings strong technical acumen to the role. He specialises in the life-cycle management of torpedoes, encompassing procurement, storage, maintenance, testing and disposal.

He is also widely recognised for his expertise in planning and execution of explosive infrastructure projects, which are vital for the safe handling and storage of naval munitions.

Experience in Administration and Human Resource Management

In addition to his technical background, the officer possesses extensive experience in human resource management and administration. His exposure to personnel management, policy implementation and organisational leadership has been instrumental in managing large and diverse workforces within the naval armament ecosystem.

This balanced blend of technical and administrative competence is expected to support effective decision-making at the strategic level.

Advanced Training and Professional Development

Shri Divakar Jayant has also undergone the prestigious Advanced Professional Programme in Public Administration (APPPA) during 2017–18. The programme is designed to prepare senior officers for higher leadership roles in government by enhancing their understanding of public policy, governance and strategic management.

The exposure gained through the programme further strengthens his ability to align naval armament policies with broader national defence objectives.

Role of DG Naval Armament

As Director General of Naval Armament, Shri Jayant will be responsible for overseeing the management, safety and modernisation of the Indian Navy’s armament inventory. The role involves coordination with multiple stakeholders, including operational commands, defence public sector undertakings and private industry.

The appointment is particularly significant as the Navy continues to focus on indigenisation, modern weapons integration and enhanced operational preparedness.

Strengthening India’s Maritime Defence Capability

The leadership transition at the Directorate of Naval Armament is seen as a step towards ensuring continuity and efficiency in armament management. With his vast experience and technical depth, Shri Divakar Jayant is expected to contribute meaningfully to strengthening India’s maritime defence capabilities.
