SIR Phase II: EFs Distribution 99.93% Digitisation 97.49%

New Delhi – The Election Commission’s Special Intensive Revision (SIR) Phase II running from 4 November to 11 December 2025  has recorded near-complete coverage of Enumeration Forms (EFs), with 99.93% of forms distributed and 97.49% digitised nationwide, official PIB data released on 6 December shows.

National snapshot

As on 27 October 2025 the electoral roll base used for SIR Phase II covered 50,97,44,423 electors. Booth Level Officers (BLOs) and Booth Level Agents (BLAs) mobilised for the exercise  5,32,828 BLOs and 12,43,201 BLAs were engaged across States and Union Territories. From the printed batch of EFs, 50,93,62,185 (99.93%) had been distributed to households, with 49,69,38,877 EFs (97.49% of the total) digitised and uploaded into the system.

Top-performing States and UTs

Several States and UTs reported full or near-full distribution. Lakshadweep, Rajasthan (excluding the 193-Anta assembly constituency where SIR was deferred due to a bye-election), Goa and Andaman & Nicobar Islands each recorded virtually 100% distribution of EFs.

Key state highlights from the official table include:

  • Lakshadweep: 57,813 electors  100.00% EFs distributed and digitised.
  • Rajasthan: 5,46,56,215 electors  100.00% EFs distributed and digitised (figures exclude the deferred AC: 193-Anta).
  • Goa & A&N: Near 100% distribution; Goa’s digitisation also close to completion at 99.75%.

Large states and overall progress

Among larger states, Uttar Pradesh reported 99.93% EFs distributed and 94.04% digitised  reflecting the scale and logistical complexity of the state’s electoral roll management. Tamil Nadu showed 99.86% distribution with 98.69% digitisation, while West Bengal recorded 99.97% distribution and 99.43% digitisation.

Kerala’s EFs stood at 99.58% distributed and 96.32% digitised, with the State’s last date for EF submission listed as 18 December 2025. Puducherry and Chhattisgarh also reported high distribution figures above 99.5%.

Operational notes and clarifications

The Election Commission clarified that the total EFs digitised include entries marked as Absent, Shifted, Dead or duplicate/ multiple entries  entries that must be verified during the finalisation process. The figures for BLAs are as on 29 November 2025; recognized political parties were requested to increase BLA appointments to strengthen ground verification.

Rajasthan’s 193-Anta assembly constituency has a deferred schedule: SIR was postponed due to a bye-election, and enumeration there will begin from 8 December 2025, the release said.

What the numbers mean

High distribution percentages indicate strong field mobilisation and effective logistics in handing out elector-specific forms. Digitisation percentages reflect data-entry progress and are critical for producing an updated, machine-readable electoral roll ahead of future elections and by-elections.

Officials said the cumulative graph annexed to the bulletin illustrates the trajectory of EFs printed, distributed and digitised  demonstrating a steady climb in both distribution and digital capture during the SIR window.

Next steps

Enumeration Phase will continue through 11 December 2025 for most regions, with last submission dates varying by State  Kerala’s window runs until 18 December. District Election Officers and EROs will continue to monitor BLO operations and follow up on pending digitisation to close remaining gaps.
