Special Revision Drive Begins Across Bihar

Patna, June 29, 2025 — The Election Commission of India (ECI) has launched a major Special Intensive Revision (SIR) campaign in Bihar to verify and update the electoral rolls. The process is already underway across all 243 Assembly Constituencies of the state.

Article 326: Who Is Eligible to Vote?

The ECI reiterated that Article 326 of the Constitution of India defines the eligibility to become an elector. Only Indian citizens who are 18 years or older and ordinarily reside in their respective constituencies can be registered as voters.

Full Participation of Political Parties

The revision exercise is being carried out with active participation from all recognised national and state-level political parties. As of now, over 1.54 lakh Booth Level Agents (BLAs) have been appointed by parties to assist during the SIR. More appointments are still allowed.

Massive On-Ground Workforce Deployed

The ECI has already engaged 77,895 Booth Level Officers (BLOs) and is appointing an additional 20,603 BLOs for the newly created polling stations.

To support the initiative further, more than one lakh volunteers are helping voters—especially the elderly, sick, differently-abled, poor, and other vulnerable groups.

Enumeration Forms Distribution Begins

Door-to-door distribution of the new Enumeration Forms (EFs) has started for all 7.89 crore electors of Bihar. These forms are also available online for easy submission.

Of these, 4.96 crore voters already included in the 2003 revision need only verify their inclusion and submit the filled EF.

Leveraging Mobile Outreach

The ECI has begun sending SMS notifications to over 5.74 crore registered mobile numbers to inform voters and encourage participation in the revision process.

Administrative Machinery in Full Swing

Divisional Commissioners and District Magistrates across Bihar are fully engaged, ensuring that BLOs are operating on a full-time basis to verify every eligible voter efficiently.

Ensuring Transparency and Inclusivity

The Election Commission’s Special Intensive Revision aims to make the voter list more accurate and inclusive. It ensures that every eligible citizen can exercise their democratic right without barriers.

This initiative also reflects the ECI’s strong commitment to upholding the constitutional mandate and maintaining the integrity of the electoral process.
