Starmer Rules Out Visa Deal Ahead of Modi Meeting

British Prime Minister Keir Starmer said on arrival in Mumbai that a visa pact with India “isn’t part of the plans” as he leads the UK’s largest-ever business delegation to promote the recently negotiated UK-India trade agreement ahead of bilateral talks with Prime Minister Narendra Modi.

Starmer’s Clear Message on Visas

Asked en route to India whether new visa arrangements would be discussed, Starmer replied decisively that visas would not be on the agenda and the visit is focused on implementing the free trade agreement and business opportunities arising from it.

He acknowledged the importance of attracting top global talent broadly, but said the trade mission would not include a fresh visa offer targeted at Indian tech professionals.

Trade Mission, Business Delegation and Agenda

Starmer arrived in Mumbai on October 8, 2025, heading a delegation of over 100 business, academic and cultural leaders — described by officials as the largest UK trade mission to India in recent memory. The mission aims to convert the July 2025 trade deal into concrete commercial commitments.

The leaders are scheduled to attend the CEO Forum and the sixth Global Fintech Fest, where Starmer and Modi will review progress on economic, technology and investment cooperation under the India-UK Comprehensive Strategic Partnership. The Ministry of External Affairs lists the Fintech Fest as a key engagement in the visit.

Why Visas Matter — And Why They’re Not on the Table

Indian industry groups have urged easier mobility for skilled workers and students, arguing it will deepen collaboration in tech, education and research. The UK government, however, appears to be decoupling trade liberalisation from immigration changes — emphasising investment, services access and regulatory cooperation instead. Analysts note this keeps the bilateral agenda tightly focused on economic gains from the trade pact while avoiding politically sensitive immigration debates at home.

What to Expect from Modi-Starmer Talks

Officials say discussions will span trade and investment, defence and security, climate and energy, health and education, and people-to-people links — aligning with the Vision 2035 roadmap for India-UK ties. Both leaders are also expected to engage industry representatives to explore implementation pathways for the Comprehensive Economic and Trade Agreement.

Political Context

Starmer’s decision to exclude visas from the formal agenda comes amid domestic political pressures in the UK over immigration and amid business calls for easier access to talent. By centring the visit on trade and business, London appears to be prioritising near-term commercial wins from the new trade deal.
