Methodology and Coverage
TRAI conducted extensive tests from 5th to 8th August 2025, covering 249.5 km of city drives, 261 km of highway routes, 10.5 km of pedestrian walk tests, and 9 hotspot locations. Tests included major neighborhoods like Kavalgeri, Dharwad, Kelgeri, Gulaganjikoppa, Malmaddi, Saptapur, and Gandhi Nagar, as well as key institutions and transport hubs such as Hubballi Railway Junction, KSRTC Bus Stand, KIMS Hospital, High Court Bench Dharwad, and University of Agricultural Sciences.
Highway coverage extended along Hubballi–Haveri–Sirsi–Yellapur, passing through towns including Gabbur, Pale, Varur, Jigalur, Shiggaon, Sirsi, and Yellapur Devikoppa. TRAI teams used calibrated equipment and standardized protocols to ensure accurate measurement of network quality.

Voice Services Performance

TRAI evaluated Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time, Call Silence Rate, and Mean Opinion Score (MOS). The results in auto-selection mode (5G/4G/3G/2G) are:
- Call Setup Success Rate: Airtel 93.30%, BSNL 87.88%, RJIL 99.64%, VIL 86.11%
- Call Setup Time: Airtel 1.15s, BSNL 1.93s, RJIL 0.68s, VIL 1.42s
- Drop Call Rate: Airtel 1.66%, BSNL 4.96%, RJIL 0.71%, VIL 2.09%
- Call Silence/Mute Rate: Airtel 1.69%, BSNL 5.76%, RJIL 4.95%, VIL 6.18%
- MOS: Airtel 3.94, BSNL 3.02, RJIL 3.75, VIL 3.78
Data Services Performance
Data throughput, latency, and streaming experience were measured across city and hotspot locations. Key observations include:
- Average Download Speed: Airtel 141.74 Mbps, BSNL 1.33 Mbps, RJIL 244.78 Mbps, VIL 20.62 Mbps
- Average Upload Speed: Airtel 40.25 Mbps, BSNL 2.70 Mbps, RJIL 25.41 Mbps, VIL 13.62 Mbps
- Latency (50th percentile): Airtel 23.8 ms, BSNL 51.0 ms, RJIL 22.8 ms, VIL 27.6 ms
Hotspot performance showed 5G advantages for Airtel and RJIL, with download speeds reaching up to 354.49 Mbps in crowded locations, while BSNL lagged behind in both upload and download speeds.
Implications and Recommendations
The IDT findings have been shared with all telecom service providers for corrective action. TRAI emphasized improvements in network quality, particularly for areas with high drop call rates and low data speeds. The report provides valuable insights for enhancing user experience across urban and highway corridors.
