TRAI Releases Consultation Paper on Domestic Leased Circuits

The Telecom Regulatory Authority of India (TRAI) has released a consultation paper titled “Review of Tariff for Domestic Leased Circuits (DLCs)”, aiming to gather stakeholder feedback on updating the existing tariff framework. The move is intended to ensure transparency, competition, and equitable access to leased circuit services across India.

Background and Authority

Section 11(2) of the Telecom Regulatory Authority of India Act, 1997 empowers TRAI to notify rates for telecommunication services. The last ceiling tariff notification for DLCs was the TTO (57th & 58th Amendment) in 2014. With evolving market conditions and technology, a review of the tariff framework has become necessary.

Purpose of the Consultation Paper

The consultation paper seeks comments on the review of the DLC ceiling tariff framework, covering both point-to-point (P2P) and VPN-based DLC services. TRAI aims to balance service commitments such as bandwidth, uptime, and latency while fostering competition and affordable access for users across regions and sectors.

Pre-Consultation and Stakeholder Engagement

Earlier, a pre-consultation paper was released on 29th April 2025 to collect initial views. Based on stakeholder input and further analysis, the current consultation paper has been uploaded on TRAI’s official website (www.trai.gov.in). Stakeholders are invited to submit their comments by 22 February 2026 electronically to Shri D Manoj, Principal Advisor (Financial & Economic Analysis) at pradvfea@trai.gov.in.

Scope and Expected Impact

The updated tariff review will incorporate technological advancements and market trends, ensuring that leased circuit services remain competitive and accessible. TRAI intends this framework to provide transparency, promote fair competition, and support equitable infrastructure deployment nationwide.
