TRAI Reports Mobile Network Quality in Roorkee & UP(W) LSA

The Telecom Regulatory Authority of India (TRAI) has released the findings of Independent Drive Tests (IDT) conducted in Roorkee City and the nearby areas of Uttar Pradesh (West) Licensed Service Area (LSA) in October 2025. The assessments aimed to evaluate real-world mobile network performance across urban zones, public transport hubs, and hotspot areas.

Scope and Methodology

TRAI, through its appointed agency, carried out 152.8 km of city drive tests and 2 km of walk tests on October 7-8, 2025. The evaluation covered 2G, 3G, 4G, and 5G networks, reflecting the experience of users across different handset capabilities. Standardized TRAI-calibrated equipment and protocols were used to ensure accuracy.

Key Findings: Voice and Data Services

Voice service performance was assessed on parameters such as Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time (CST), Call Silence Rate, and Mean Opinion Score (MOS). Data services were evaluated for download/upload speeds, latency, jitter, packet drop rate, and video streaming delays.

Call Setup Success Rate (CSSR) in auto-selection mode for top providers were: Airtel 100%, BSNL 95%, RJIL 99.74%, and VIL 98.48%. Drop Call Rates were recorded at 0% for Airtel, RJIL, and VIL, and 1.84% for BSNL.

Network Performance Summary

The IDT results indicate that major operators maintain high-quality voice and data services in Roorkee and surrounding areas. Airtel and RJIL consistently performed at near-perfect levels for call setup and minimal drop rates. BSNL’s slight lag in CSSR and DCR provides opportunities for network improvement.

Next Steps and Public Access

The findings have been shared with all concerned Telecom Service Providers (TSPs) for further action to improve service quality. Detailed IDT reports are available on the TRAI website: www.trai.gov.in.
