Union Labour Minister Inaugurates Regional Conference on Labour Codes

Goa, 7 January 2026: Union Minister of Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, virtually inaugurated a two-day Regional Level Conference in Goa. The event marks the first in a series of six regional conferences planned across India to facilitate the effective implementation of the four Labour Codes and related schemes, including the Employees’ State Insurance Corporation (ESIC), Employees’ Provident Fund Organisation (EPFO), and the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY).
Addressing stakeholders, Dr. Mandaviya lauded States for amending their labour laws to align with the four Labour Codes ahead of enforcement, reflecting a shared commitment to reform and worker welfare. The Codes, in effect since 21 November 2025, include progressive provisions such as annual health check-ups, social security for workers in hazardous activities, mandatory appointment letters, and a reduced gratuity eligibility period from five years to one year.

Union Secretary of Labour & Employment, Ms. Vandana Gurnani, highlighted that the Codes rationalise 29 existing labour laws to simplify compliance and strengthen workers’ welfare. She emphasized the importance of early notification of Rules by States, adoption of digital platforms such as Shram Suvidha and Samadhan, capacity building through the V.V. Giri National Labour Institute (VVGNLI), and implementation of web-based inspection mechanisms.

Conference Objectives and Key Discussions

The Goa conference provides a platform to:

  • Deliberate on Rules and Regulations under the Labour Codes and identify gaps in implementation.
  • Expedite statutory notifications and constitution of Boards and Funds.
  • Formulate schemes aligned with the Labour Codes and ensure digital integration of IT systems for compliance monitoring.
  • Promote capacity building of field-level functionaries and enhance awareness among States, UTs, and other stakeholders.

Sessions also focused on inclusion of gig, platform, contract, and outsourced workers under ESIC coverage, outreach under PMVBRY, and alignment with Shops and Establishments Acts to promote equity, safety, and social security for all workers.

Stakeholder Participation

Senior officers from the Ministry and representatives from various States and Union Territories actively participated, providing inputs and sharing best practices for effective Labour Code implementation. The conference is expected to strengthen collaboration between Centre and States for worker welfare and labour reforms nationwide.

The Regional Level Conference in Goa represents a significant step in India’s journey towards modernizing labour governance, enhancing transparency, and empowering workers across the country.
