UP Transfers 2025: IAS, PCS Officers Reshuffled

RR Team, July 23, 2025July 23, 2025

Lucknow, July 23, 2025: The Yogi Adityanath government has initiated a major bureaucratic reshuffle in Uttar Pradesh. A total of three IAS and six PCS officers were transferred on Tuesday, reshaping the administrative structure across key districts.

New Faces in Key Positions

The reshuffle marks a strategic move to streamline governance and accelerate public service delivery in several districts.

Vinod Kumar Gaur, recently promoted to IAS from PCS, has taken charge as the Chief Development Officer (CDO) of Farrukhabad. He previously served as Deputy Secretary at the Uttar Pradesh Public Service Commission (UPPSC), Prayagraj.

He replaces Arvind Kumar Mishra, the outgoing CDO of Farrukhabad, who now moves to Lucknow as the Additional Director of Information Department.

Dr Alka Verma, earlier on the waiting list, has been appointed as Director (Administration) in the Medical and Health Services Department — a crucial role considering ongoing healthcare priorities in the state.

PCS Officers Transferred Across Districts

Among the PCS cadre, significant changes were also announced:

  • Gaurav Ranjan Srivastava, who served as ADM (V/R) in Bahraich, is now Deputy Secretary at UPPSC, Prayagraj.
  • Amit Kumar II, formerly ADM (City East), Lucknow, takes over Srivastava’s post in Bahraich as ADM (V/R).
  • Mahendra Pal Singh, earlier ADM (V/R) in Auraiya, becomes the ADM (City East) in Lucknow.
  • Avinash Chandra Maurya, previously Deputy Director at Mandi Parishad, Lucknow, is now ADM (V/R) in Auraiya.
  • Narendra Singh, SDM in Moradabad, takes Maurya’s place as Deputy Director at Mandi Parishad, Lucknow.
  • Garima Swaroop, Joint Director of Child Development and Nutrition (with additional charge), has now been appointed Special Officer in the Chief Election Officer’s office, Lucknow.

Why This Reshuffle Matters

The UP IAS and PCS officers’ transfer comes at a time when the state is focusing on accelerating public welfare programs, electoral readiness, and administrative efficiency. The new postings are seen as part of a broader effort by the Yogi Adityanath government to inject fresh energy into key departments and districts.

Experts believe these changes will directly impact areas such as healthcare, rural development, election preparation, and child nutrition services. For instance, Dr Alka Verma’s posting could help bring focused attention to healthcare schemes under the Ayushman Bharat mission in the state.

Political and Administrative Signals

This reshuffle sends a clear message — the state is gearing up for 2027 Assembly elections and wants robust officers in vital roles. By moving experienced officers to Prayagraj, Lucknow, and other key cities, the state ensures administrative preparedness and political balance.

Moreover, giving larger responsibilities to recently promoted IAS officers like Vinod Kumar Gaur indicates a strategy to boost morale among PCS officers awaiting elevation.

Looking Ahead

The real test lies in how swiftly the new officers adapt to their roles and deliver results on the ground. With responsibilities ranging from development planning to public health and election coordination, this reshuffle could shape UP’s future in governance for the next two years.

Conclusion

The major reshuffle of IAS and PCS officers in Uttar Pradesh reflects both administrative necessity and political calculation. As the dust settles, citizens and observers alike will be watching the performance of newly appointed officers, especially in high-stakes districts like Lucknow, Prayagraj, and Farrukhabad.

For now, this reshuffle showcases the Yogi government’s intent to fine-tune the bureaucratic machinery ahead of important milestones on the state’s political and developmental calendar.
