Viksit Bharat-G RAM G Act Empowers Panchayats, Boosts Rural Jobs

The Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 marks a decisive shift in India’s rural development journey, placing Panchayats and Gram Sabhas at the heart of planning and execution. Union Minister of State for Education and Development of North Eastern Region, Dr. Sukanta Majumdar, said the landmark legislation is fully aligned with the vision of Viksit Bharat @2047 and aims to transform rural employment into a long-term engine of empowerment and growth.

Addressing the media in New Delhi on Friday, Dr. Majumdar described the Act as a milestone reform that strengthens income security for rural households while modernising governance systems. He stressed that decentralised planning and community participation are the cornerstone of the new framework, ensuring that development decisions reflect local priorities.

125 Days of Statutory Employment Guarantee

One of the most significant features of the Viksit Bharat-G RAM G Act is the expansion of the statutory wage employment guarantee to 125 days per financial year for rural households. This enhancement is expected to provide stronger income stability, especially for vulnerable families dependent on seasonal and informal work.

According to the Minister, the legislation repositions wage employment from a standalone welfare measure into an integrated development instrument. By linking employment generation with the creation of durable and productive rural assets, the Act seeks to deliver long-term economic and social returns.

Panchayats to Lead, Gram Sabha to Plan

Dr. Majumdar underlined that the future of rural India lies in empowered local institutions. Under the new framework, Gram Sabhas and Panchayats will play a decisive role in planning, prioritisation and monitoring of works, ensuring transparency and accountability.

The Act institutionalises convergence among various development initiatives and promotes saturation-based delivery, ensuring that benefits reach every eligible household. This participatory approach, the Minister said, will deepen grassroots democracy and strengthen trust in governance.

Major Boost to Rural Education Infrastructure

The Viksit Bharat-G RAM G framework places special emphasis on strengthening rural education infrastructure. The Minister highlighted that permissible works under the Act include the construction and maintenance of additional classrooms, laboratories, playgrounds, compound walls, toilets and kitchen sheds in government schools.

These provisions are expected to address long-standing infrastructure gaps and create safer, more functional and child-friendly learning environments in villages. Improved facilities, he noted, are critical to improving attendance, retention and learning outcomes.

Strengthening Early Childhood and Lifelong Learning

The Act also supports the construction and upkeep of anganwadi buildings and sanitation facilities, reinforcing the foundation of early childhood education. Ensuring dignity, hygiene and continuity of services at anganwadis is expected to have a lasting impact on child development.

In addition, the inclusion of rural library buildings and training-and-skill development centres expands learning opportunities beyond formal schooling. These facilities are designed to support youth, women and adult learners by providing access to knowledge resources and vocational pathways within the village.

Aligned with Viksit Bharat @2047 Vision

Dr. Majumdar emphasised that the passage of the Viksit Bharat-G RAM G Act, 2025 represents a renewal of India’s rural employment guarantee with a future-ready outlook. By embedding decentralised planning, strengthening accountability and promoting convergence, the Act aligns rural employment with national development goals.

The Minister said the legislation lays the foundation for a prosperous, resilient and self-reliant Rural Bharat, fully aligned with the long-term vision of a developed India by 2047.
