WCD Secretary Reviews Jaipur One Stop Centres and Women Helplines

In a focused review of women’s safety and support systems, Secretary of the Ministry of Women and Child Development (WCD), Shri Anil Malik, inspected the One Stop Centre (OSC) and Women Helpline (WHL) facilities in Jaipur on 17 November 2025. The visit aimed to assess service quality, ensure timely assistance to women in distress, and strengthen coordination between local authorities and support personnel.

One Stop Centres and Women Helplines are critical components of India’s women safety framework under the Ministry of WCD. These facilities provide 24×7 emergency response, legal aid, medical support, psychological counselling, and temporary shelter to survivors of violence. Jaipur’s OSC and WHL cater to both urban and rural beneficiaries across Rajasthan, making them crucial touchpoints for vulnerable women.

Focus on Strengthening Response Mechanisms

During the inspection, Secretary Anil Malik interacted with staff members, counsellors, and the administrative team to understand ground-level challenges. Officials briefed him on case management practices, response timelines, coordination with police, and the integration of helpline data with district authorities. The Secretary emphasised the importance of prompt action, sensitivity in handling survivors, and improved monitoring systems.

He also reviewed infrastructure facilities, digital record-keeping, and the availability of essential services within the OSC premises. The assessment reportedly included feedback from beneficiaries who have used the services in recent months. According to officials, the aim is to streamline operations and enhance accessibility for women who require urgent intervention.

Digital Integration and Outreach Efforts

The visit highlighted the government’s increasing push toward digital governance and real-time monitoring. The Women Helpline (181) operates round-the-clock, connecting callers to trained responders who coordinate with local support teams. Officials briefed Malik on call volumes, case types, and the mechanisms used to link helpline callers with nearby facilities.

The Ministry’s outreach programmes have been expanding across Rajasthan to inform women about OSC services, including legal assistance, police facilitation, and medical referrals. The Secretary reiterated the need for widespread district-level awareness campaigns to help vulnerable women access these services without hesitation.

Government’s Commitment to Women’s Safety

The inspection reflects the Union Government’s broader efforts to improve the efficiency of frontline support systems for women. Over the years, the Ministry of WCD has upgraded OSCs, helplines, and crisis response teams with better staffing, training, and digital tools. As per official reports, similar reviews are planned across various states to ensure uniform service quality and accountability.

The Ministry also encouraged citizens to make use of verified platforms such as the Ministry of WCD portal and state government websites for information on available services.

Further updates from the Ministry regarding reforms, recommendations, or structural changes arising from this review are expected in the coming weeks.
