Comprehensive Review of Core Domains
Over two days, delegates reviewed major domains including revenue, pension administration, the Digital Bharat Nidhi initiative and internal audit processes for Directorate of Telecom field units. Officials carried out a comprehensive assessment of the work undertaken by CCA offices across the Western Zone and discussed best practices to expedite service delivery.
Conference briefings highlighted that CCA offices in the Western Zone collectively serve more than 100,000 pensioners and disburse approximately ₹5,000 crore in pensions annually. The offices also contribute nearly ₹6,000 crore in revenues through licence fees and spectrum usage charges, underscoring their role in government non-tax revenue mobilisation.
Leadership Addresses and Key Recommendations
CGCA Vandana Gupta, who joined virtually from New Delhi, commended the performance of the CCA offices and provided actionable recommendations aimed at strengthening transparency and operational governance. In her remarks she praised timely pension disbursal and efficient grievance redressal, and urged CCAs to adopt a data-driven approach for monitoring arrears and anomaly resolution.
Director General (Telecom) Sunita Chandra addressed the conference remotely and acknowledged the CGCA’s contributions to field operations. She emphasised continued coordination between the CGCA and telecom field units to ensure seamless service delivery and regulatory compliance.
Practical Measures for Efficiency and Accountability
Deliberations resulted in several practical measures: enhanced reconciliation mechanisms for revenue accounts; stricter timelines for pension processing; and bolstered internal audit protocols to proactively flag discrepancies. Participants also discussed digital solutions to streamline workflows and reduce manual interventions, with Digital Bharat Nidhi highlighted as a platform to modernise pension and accounting records.
Officials recommended intensified training for staff on new reconciliation tools, periodic inter-office audits and the creation of a dashboard for real-time monitoring of pension disbursements and revenue receipts across the zone.
Collaborative Approach and Local Leadership
Pr. CCA Sanjay Kumar Bariar, who chaired the physical proceedings, welcomed CGCA’s guidance and thanked delegates for their constructive contributions. He emphasised the importance of district- and unit-level ownership of reforms to translate policy decisions into faster, measurable outcomes for pensioners and licensees.
The conference closed with a vote of thanks by Dr. Satish Chandra Jha, Controller of Communication Accounts, Maharashtra & Goa, who lauded the collaborative spirit of the participants and reiterated the commitment to implement the conference recommendations promptly.

Officials said the recommended measures aim to reduce delays in pension payments, decrease grievance turnaround times and enhance revenue realisation. For pensioners, streamlined processes and better grievance mechanisms are expected to improve satisfaction and financial reliability. For government revenue streams, improved reconciliation and audit discipline will assist in ensuring accurate accounting of licence and spectrum receipts.
