Year-End Review – Department of Administrative Reforms and Public Grievances (DARPG) 2024

The Department of Administrative Reforms and Public Grievances (DARPG) has achieved several milestones in 2024. Below is an overview of its key initiatives and successes:

Significant Achievements of DARPG in 2024:

  1. Implementation of 100 Days Action Plan:
    • DARPG made substantial progress in its first 100 days, focusing on governance reforms and public service delivery.
    • E-Office was implemented in 94 attached/subordinate/autonomous bodies.
    • Comprehensive guidelines for public grievance redressal were issued.
    • The Prime Minister’s Awards for Excellence in Public Administration 2024 were revamped.
  2. International Collaboration:
    • Memorandums of Understanding (MoUs) were signed with Gambia, Maldives, and Malaysia to further administrative reforms and build capacity.
  3. 27th National e-Governance Conference and Awards:
    • The event, held in Mumbai in September 2024, focused on “Viksit Bharat: Secure and Sustainable e-Service Delivery.”
    • The Mumbai Declaration emphasized IT resilience, AI, Blockchain, grievance redressal, and cybersecurity.
  4. Public Grievance Redressal:
    • The CPGRAMS (Centralized Public Grievance Redress and Monitoring System) was recognized as a global best practice for grievance redressal at the Commonwealth Heads of Public Service meeting.
    • Over 24 lakh grievances were successfully resolved in 2024, with a 98% resolution rate within 12 days.
  5. Special Campaign 4.0:
    • This campaign, conducted from October 2-31, 2024, focused on cleanliness and reducing government pendency.
    • The campaign covered 5.97 lakh office spaces, freeing 189.75 lakh sq. ft. and generating Rs. 650 crore in revenue from scrap disposal.
  6. Cybersecurity and Governance Initiatives:
    • A cybersecurity workshop was held as part of the Special Campaign to raise awareness and strengthen cyber infrastructure for public e-governance platforms.
  7. Sushasan Saptah and Prashasan Gaon ki Or Campaign:
    • This nationwide campaign, held from December 19-24, 2024, focused on resolving public grievances and improving service delivery in over 700 districts.
  8. Regional Conferences:
    • DARPG organized regional conferences in Guwahati and Raipur to promote good governance practices, particularly in e-Governance and inclusive governance.
  9. Collaboration with State Governments:
    • DARPG worked closely with Maharashtra for the release of the District Good Governance Index and collaborated with Jammu & Kashmir to revamp their grievance portal.
  10. NeSDA and e-Office Initiatives:
    • The number of e-services increased by 49%, with more than 78% of mandatory e-services now available. The e-Office was successfully implemented in several central government offices, achieving a 90.6% adoption rate.
  11. International Conferences and Collaborations:
    • DARPG facilitated global knowledge-sharing by signing MoUs with Cambodia, Sri Lanka, Maldives, and Malaysia, and hosted the IIAS-DARPG India Conference in 2025, scheduled for February.
  12. Abhinav Pahal and Webinar Series:
    • The Abhinav Pahal initiative promoted the replication of award-winning public service delivery practices.
    • Six National Good Governance Webinar Series were held, bringing together experts to share best practices in governance.
  13. State Collaborative Initiative Scheme:
    • Rs. 16.22 crore was released for new projects across several states, focusing on e-office solutions, administrative reforms, and more.
  14. Special Events:
    • The Department celebrated Constitution Day with a webinar on the Indian Constitution, hosted a round-table webinar on International Women’s Day, and conducted a workshop on the Prevention of Sexual Harassment Act, 2013.
  15. Awards and Recognition:
    • DARPG was awarded the “Rajbhasha Kirti Award (First Prize)” for excellent performance in Hindi language use in 2023-24.
