PM-SETU Workshop in Pune Boosts India’s Skilling

The Ministry of Skill Development and Entrepreneurship (MSDE), in collaboration with the Government of Maharashtra, is set to host a major industry consultation in Pune under the PM-SETU initiative, marking a significant step towards reshaping India’s vocational education and skilling landscape.
The workshop, scheduled at the Yashwantrao Chavan Academy of Development Administration (YASHADA), aims to mobilise industry participation and strengthen awareness around the industry-led implementation framework of PM-SETU.

PM-SETU: A Landmark Skilling Reform

PM-SETU, short for Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs, is a flagship initiative announced by the Prime Minister as part of the broader vision of Viksit Bharat. The scheme aims to build a future-ready, globally competitive workforce aligned with India’s evolving economic needs.

At its core, PM-SETU seeks to modernise 1,000 government-run Industrial Training Institutes (ITIs) across the country using a hub-and-spoke model.

Hub-and-Spoke Model Explained

Under the PM-SETU framework, 200 ITIs will be developed as hub institutions equipped with advanced infrastructure, modern machinery and updated training facilities. These hubs will support 800 spoke ITIs, extending high-quality vocational training across districts and semi-urban regions.

This model is designed to ensure consistency in training standards while allowing flexibility to cater to regional industry needs.

Industry-Led Governance at the Core

A defining feature of PM-SETU is its emphasis on industry-managed governance. While ITIs will remain government-owned, industry partners will play a central role in institutional decision-making, curriculum design and training delivery.

Officials believe this approach will move industry engagement beyond occasional consultations to sustained participation in the skilling ecosystem.

Wide Industry Participation

More than 50 eligible companies are expected to participate in the Pune consultation, representing diverse sectors including construction, textiles, automotive, FMCG, electronics, oil and gas, and renewable energy.

The presence of anchor industries is expected to help align training programmes with real-time labour market demand.

Leadership and Institutional Engagement

The consultation will be presided over by Ms. Debashree Mukherjee, Secretary, Ministry of Skill Development and Entrepreneurship, along with Ms. Manisha Verma, Additional Chief Secretary, Skills, Employment, Entrepreneurship and Innovation Department, Government of Maharashtra.

Senior officials will also visit ITIs and industrial units in the region to assess ground-level readiness for PM-SETU implementation.

MoUs to Strengthen Industry Partnerships

A key highlight of the workshop will be the exchange of Memoranda of Understanding aimed at formalising partnerships between industry and vocational institutions. Agreements will be signed between the Directorate of Vocational Education and Training (DVET), Maharashtra and leading organisations including FIAT India, Schneider Electric India and the Anudip Foundation.

Additional partnerships with SDN and the Wadhwani ecosystem will further strengthen apprenticeship and placement pipelines.

Nationwide Preparations Underway

States and Union Territories have already begun preparatory actions for PM-SETU rollout. As per official data, 29 States and UTs have identified initial industry clusters, while 25 have notified their State Steering Committees.

This coordinated effort signals strong momentum towards nationwide implementation.

Building a Workforce for Viksit Bharat

By modernising institutional governance, upgrading training ecosystems and embedding industry participation, PM-SETU is expected to redefine vocational education in India. The scheme aims to reduce recruitment costs for employers while improving productivity and employability for youth.
