Coal Ministry Pushes Digital Reforms with SWCS Module

In a strong push for digital transformation, the Ministry of Coal organized a hands-on workshop on the Exploration Module of the Single Window Clearance System (SWCS) on 25th July 2025. Held at the Tagore Chamber, SCOPE Complex in New Delhi, the session empowered stakeholders to navigate the new digital landscape in coal exploration approvals.

Bringing Digital Speed to Coal Sector

The session was chaired by Ms. Rupinder Brar, Additional Secretary and Nominated Authority. She emphasized how tools like the SWCS are revolutionizing the sector. “Transparency, accountability, and efficiency must be the pillars of governance,” she stressed.

The aim was clear—to encourage active adoption of digital systems that simplify complex approval chains and bring predictability to coal exploration projects.

Hands-On Demonstration of Exploration Module

In collaboration with CMPDIL, the Ministry led a detailed walkthrough of the Exploration Module. Participants explored how to submit and track Geological Reports (GRs), compliance filings, and progress updates digitally.

The end-to-end demonstration clarified how the module replaces paper-based workflows with a structured, digital process. Real-time status tracking and automated notifications are now standard features—reducing delays and human error.

Launched in July 2025 by Union Minister

Union Minister of Coal and Mines, Shri G. Kishan Reddy, officially launched the Exploration Module on 4th July 2025, marking a major step in the Ministry’s digital governance roadmap.

This system offers automated communication, structured timelines, and digital document verification. It ensures that stakeholders—from coal block allottees to exploration agencies—can avoid bureaucratic bottlenecks and move projects forward smoothly.

Strong Stakeholder Participation

The workshop drew wide participation from accredited exploration agencies, technical experts, and coal block allottees. Participants found the user-friendly interface and streamlined processes to be significant improvements over manual systems.

Many appreciated the chance to raise questions in real time. Ministry officials and CMPDIL representatives provided direct guidance, building trust and reducing ambiguity in adoption of the new system.

Part of the Broader SWCS Vision

The Single Window Clearance System (SWCS) has been operational since January 11, 2021. It serves as a digital gateway for clearances related to Mining Plans, Environmental Clearances, Forest Clearances, and Mine Opening Permissions.

It’s also integrated with the National Single Window System (NSWS) and aligned with PARIVESH 2.0 to enable seamless inter-ministerial communication. The newly added Exploration Module is another powerful feature in this expanding ecosystem.

Advancing Digital India and Viksit Bharat

By pushing forward with platforms like the SWCS Exploration Module, the Ministry of Coal is delivering on the national vision of “Digital India” and “Viksit Bharat”.

The Ministry’s commitment to modern, tech-driven governance is clear. Faster approvals, real-time updates, and improved stakeholder engagement are already becoming the new normal.

What’s Next for the Coal Sector?

The Ministry has reaffirmed its goal to create a transparent and efficient coal governance ecosystem. More training sessions and stakeholder outreach efforts are planned.

With every new digital module, the coal sector becomes more accountable, streamlined, and future-ready.

The SWCS Exploration Module is more than a tool. It’s a milestone. By digitizing one of the most critical processes in coal exploration, the Ministry has set a new benchmark in public service delivery.
