“Adi Karmayogi Abhiyan 2025 Empowers Tribal Governance”

The Ministry of Tribal Affairs will host the National Conclave on Adi Karmayogi Abhiyan 2025 on 17th October at Vigyan Bhawan, New Delhi. The Hon’ble President of India will grace the event as Chief Guest, alongside the Union Minister for Tribal Affairs, Ministers of Line Ministries, and senior officials. The Conclave aims to empower grassroots governance and highlight the transformative impact of tribal leadership across India.

Celebrating Janjatiya Gaurav Varsh

The Conclave forms a central part of Janjatiya Gaurav Varsh (15 November 2024 – 15 November 2025), celebrating the contribution, resilience, and leadership of India’s tribal communities. It recognizes heritage, leadership, and aspirations while reinforcing the Ministry’s commitment to responsive governance under the vision of Viksit Bharat@2047.

Tribal Village Vision 2030: From Ideas to Implementation

A key highlight will be the “Tribal Village Vision 2030”, which finalizes policy inputs, implementation frameworks, and project strategies from 50,000+ Village Action Plans developed through nationwide consultations with tribal communities. Five thematic groups will deliberate on Education & Skill Development, Health & Nutrition, Livelihood & Entrepreneurship, Infrastructure, and Governance & Institutional Strengthening. Each group will be chaired by senior Union officials under the guidance of respective Ministers.

Recognition of Best Performers

The Conclave will also honor exceptional performers under flagship programmes:

  • PM-JANMAN: Best Ministries, States, and Districts
  • Dharti Aaba Janbhagidari Abhiyan: Best States and Districts
  • Adi Karmayogi Abhiyan: Best States, Districts, State Master Trainers (SMTs), Adi Saathis, and Adi Sahyogis

This initiative celebrates excellence, encourages replication of success stories, and inspires innovation at the grassroots level.

Tribal Village Vision 2030 Action Plan

Launched during Adi Sewa Parv (2nd October 2025), Special Gram Sabhas have adopted the Tribal Village Vision 2030 Action Plan, enabling each tribal village to chart its development roadmap aligned with Viksit Bharat@2047. Key features include community-led planning through Transect Walks, FGDs, Gap Analysis, integration with PM-JANMAN and Dharti Aaba schemes, establishment of 53,000 Adi Sewa Kendras as citizen service centres, and the AI-enabled Adi Vaani App for real-time communication.

Currently, over 56,000 Village Action Plans are in place, involving 10 lakh+ Adi Saathis and Adi Sahyogis across 30 States/UTs, empowering 11.5 crore tribal citizens.

Reimagining Governance through Adi Karmayogi Abhiyan

Launched on 17th September 2025 at Dhar, Madhya Pradesh, the Adi Karmayogi Abhiyan is the world’s largest tribal grassroots leadership mission. Built on Seva (Service), Samarpan (Dedication), and Sankalp (Resolve), it has trained over 20 lakh officials, SHG women, and tribal youth through Governance Process Labs, focusing on sensitivity to tribal causes, last-mile delivery, scheme convergence, and participatory governance in 1 lakh villages.

Voices of Leadership

Shri Jual Oram, Union Minister for Tribal Affairs, stated: “The National Conclave translates Adi Karmayogi Abhiyan ideas into tangible outcomes, and recognizing best performers strengthens service and accountability.”

Shri Durgadas Uikey, Minister of State for Tribal Affairs, said: “The Abhiyan ensures tribal villages become hubs of self-reliance, innovation, and last-mile service delivery.”

Shri Vibhu Nayar, Secretary, Ministry of Tribal Affairs, added: “This Conclave will identify national and local aspirations, strengthen convergence, and accelerate progress under the Tribal Village Vision 2030 framework.”

Towards Viksit Bharat@2047

The National Conclave 2025 institutionalizes responsive, inclusive governance. By anchoring Tribal Village Vision 2030, the Ministry drives a citizen-centric movement ensuring tribal households actively contribute to India’s journey toward Viksit Bharat@2047. “From grassroots to national vision – the Adi Karmayogi spirit lights the path to a developed, inclusive India.”
