Bihar Assembly Election 2025: Modi’s Alliance Faces Key Test

Voting is underway in the eastern Indian state of Bihar for its 243-seat legislative assembly, in a two-phase poll starting 6 November and concluding on 11 November, with counting scheduled for 14 November.

More than 74 million voters are eligible to cast their ballots in what is being seen as a crucial test for the ruling alliance led by the Narendra Modi-headed Bharatiya Janata Party (BJP) and its regional partner Janata Dal (United) (JD(U)).

Why this election matters

Bihar remains one of India’s most populous and economically challenged states, and has long been regarded as a political bellwether. Analysts believe the outcome could influence not only regional dynamics but also national electoral mood ahead of the 2029 general elections.

The BJP-led National Democratic Alliance (NDA) currently governs the state with JD(U)’s veteran leader Nitish Kumar as chief minister. They face off against the opposition coalition of the Indian National Congress (Congress), Rashtriya Janata Dal (RJD) and smaller parties.

Key issues & contests

One of the major flash-points is the revision of the electoral rolls earlier this year, which removed millions of names. The opposition alleges the move may have excluded legitimate voters, particularly from disadvantaged communities, though the state’s election body has denied partisan intent.

Women voters are emerging as a decisive demographic. With turnout among female voters rising, both alliances have introduced welfare schemes and targeted outreach to gain their support.

Furthermore, economic concerns such as unemployment, migration and infrastructure deficits are shaping voter sentiment across the state. The BJP-led government has in recent months inaugurated major development projects worth over ₹13,000 crore in Bihar in a bid to boost its standing.

What to watch

  • Which alliance secures a majority of the 243 seats.
  • Whether voter turnout particularly in rural and female segments  remains high.
  • How effectively the BJP-JD(U) alliance can translate development promises into electoral gains.
  • Whether new players or alliances disrupt the traditional two-front contest.

Counting on 14 November will provide clarity on how Bihar’s electorate responded to these strategic moves.
