Over 1.04 Crore Voter Forms Collected Across Bihar
The Special Intensive Revision (SIR) 2025 campaign in Bihar is making impressive progress. As of July 5th, over 1.04 crore Enumeration Forms have been collected. That’s a solid 13.19% of the total 7.90 crore registered electors in the state.
The Election Commission of India (ECI) aims to ensure that no eligible voter is left behind. A well-coordinated ground-level operation is helping achieve this.
94% Forms Already Distributed
Form distribution has nearly reached saturation, with 7.38 crore forms (93.57%) already handed out. These efforts are being led by over 77,895 Booth Level Officers (BLOs), who are going door-to-door to assist citizens in filling out and submitting their forms.
To streamline the process, BLOs are also taking live photographs of electors and uploading them, saving people the extra hassle of getting a passport-sized photo.
Tech Support: ECINET App and Online Access
Partially filled forms are also available online via the ECI portal and the ECINET App. Electors can download, fill, and upload forms directly using the app, making the process more convenient and transparent.
Massive On-Ground Support Network
To bolster the effort, another 20,603 BLOs have been appointed, ensuring smooth execution. Moreover, nearly 4 lakh volunteers, including NCC cadets, NSS members, and government officials, are actively helping elderly, sick, and PwD voters.
The supervisory structure is equally robust with 239 Electoral Registration Officers (EROs), 963 Assistant EROs, 38 District Election Officers, and the Chief Electoral Officer of Bihar monitoring the drive in real-time.
Political Parties Join In With 1.5 Lakh BLAs
A total of 1,54,977 Booth Level Agents (BLAs), appointed by various political parties, are providing active assistance. Their involvement ensures transparency and broadens the campaign’s outreach at the grassroots level.

What’s Next?
Electors who haven’t yet submitted their Enumeration Forms can download them via the ECINET app or ECI portal. BLOs will continue door-to-door visits until the revision ends.
