Collegium Clears 9 for Patna High Court Judges

The Supreme Court Collegium has approved the elevation of nine advocates as judges of the Patna High Court, marking a significant development in strengthening the judiciary in Bihar. The decision was taken during the Collegium’s meeting held on February 26, 2026.

Names Recommended for Elevation

The advocates cleared for appointment are Md. Nadim Seraj, Ranjan Kumar Jha, Kumar Manish, Sanjeev Kumar, Girijish Kumar, Alok Kumar, Raj Kumar, Rana Vikram Singh and Vikash Kumar. Their appointments will take effect once the Union Government processes the recommendations and issues formal warrants of appointment.

The Collegium, headed by the Chief Justice of India, considered the proposals in accordance with established judicial appointment procedures. The recommendation is now with the Centre for final approval.

Understanding the Collegium System

The Collegium system governs judicial appointments and transfers in India’s higher judiciary. It comprises the Chief Justice of India and the four senior-most judges of the Supreme Court. The system evolved through Supreme Court judgments and is not explicitly mentioned in the Constitution.

Once the Collegium recommends a candidate, the proposal is sent to the Union Government. The government may seek clarification or return the file for reconsideration, but if the Collegium reiterates its recommendation, the appointment is generally finalised.

Significance for Patna High Court

Bihar, like many states, faces a backlog of cases at various levels of the judiciary. Filling vacant posts in High Courts plays a crucial role in expediting hearings and improving access to justice.

Following the Collegium’s recommendation, the Union Law Ministry will examine the file and forward it for Presidential assent. After the President signs the warrants of appointment, the selected advocates will take oath as judges of the Patna High Court.

The timeline for issuance of warrants varies, depending on administrative processing. However, such appointments typically move forward once procedural formalities are completed.
