- Mobile Number Validation (MNV) Platform: Institutionalizes a decentralized, privacy-compliant system to verify that mobile numbers linked to financial and digital services genuinely belong to the registered users, reducing identity fraud and enhancing trust in digital transactions.
- Resale Device Scrubbing: Mandates that all resale or refurbished mobile devices have their IMEI numbers verified against a centralized blacklist to prevent circulation of stolen, blacklisted, or cloned phones, protecting consumers and aiding law enforcement.
- Telecom Identifier User Entity (TIUE) Obligations: Defines TIUEs and requires them to share relevant telecom identifier data with the government under regulated circumstances to improve traceability and coordination against telecom-linked cyber frauds, while adhering to data protection norms.

Clarification on Gazette Notifications
The TCS Amendment Rules, 2025, were first notified in the Gazette of India via G.S.R. 771(E) on 22nd October 2025. An inadvertent re-publication occurred under G.S.R. 796(E) on 29th October 2025, which was later rectified by G.S.R. 863(E) on 25th November 2025. The DoT clarifies that the original amendment remains fully enforceable.
