ECI Empowers Jharkhand Election Officials with Intensive Training to Strengthen Grassroots Democracy

In a significant step towards strengthening grassroots electoral processes, the Election Commission of India (ECI) has initiated a two-day capacity-building programme for over 400 frontline election officials from Jharkhand. Held at the India International Institute of Democracy and Election Management (IIIDEM) in New Delhi, the programme was inaugurated by Chief Election Commissioner Gyanesh Kumar on May 19, 2025. This initiative forms part of a broader national effort by the ECI, which has already trained more than 3,000 officials across the country over the past three months.

The programme brings together District Election Officers (DEOs), Electoral Registration Officers (EROs), Booth Level Officers (BLOs), and BLO Supervisors — the very people who form the backbone of India’s democratic infrastructure. These officers often work silently and tirelessly at the local level, ensuring that every eligible citizen has the opportunity to exercise their right to vote. CEC Gyanesh Kumar, in his address, lauded their commitment, particularly highlighting their efforts during the recent voter enrolment drive in Jharkhand.

 

With empathy and encouragement, the CEC reminded the participants of their critical role in empowering citizens through awareness. He stressed the importance of familiarising the public with their right to appeal under Sections 24(a) and 24(b) of the Representation of People Act, 1950—legal provisions that allow citizens to challenge discrepancies in the electoral rolls. Notably, Jharkhand reported no appeals after the Special Summary Revision conducted earlier this year, reflecting both the efficiency of the process and the trust placed in these officers.

 

Participants of the programme are receiving detailed training on legal frameworks including the Representation of People Acts of 1950 and 1951, and the associated rules for voter registration and election conduct. The training methodology combines practical and participatory approaches such as role plays, house-to-house survey simulations, and form-filling exercises. Officers are also being equipped with digital tools like the Voter Helpline App and will undergo technical sessions on the functioning of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trails (VVPATs), including mock poll exercises.

 

This training reflects the ECI’s deep respect for the dedication of field officers and its commitment to free, fair, and inclusive elections. By investing in their capacity, the Commission is not only strengthening democratic processes but also ensuring that every voter, no matter how remote their location, remains a vital part of India’s vibrant electoral journey.
