Government Issues Guidelines for Enhanced Implementation of e-Office in Central Secretariat

The Government of India has released new guidelines aimed at improving the implementation of e-Office in the Central Secretariat. These measures focus on increasing efficiency, streamlining workflows, and enhancing decision-making processes.

Key Guidelines:

1. Delayering and Channels of Submission:

All Ministries and Departments must display their standing orders regarding delayering and submission channels on the e-Office dashboard to improve transparency and efficiency.

2. Review of VPN Usage:

Ministries and Departments are directed to review the usage of Virtual Private Networks (VPNs). Idle or unused accounts should be identified, examined, and deactivated as needed to enhance security and resource optimization.

3. File Management and Knowledge Management System (KMS):

Adherence to the Central Secretariat Manual of Office Procedure is mandated for file creation.

The Knowledge Management System (KMS) will be used for managing office memorandums, circulars, and orders. These documents must be added as references in e-files.

A PDF list of division-wise or bureau-wise files will be maintained in the KMS for easy access by all concerned officials.

4. Uniformity in Designation and File Heads:

Steps will be taken to bring uniformity in designations and file heads.

Personal Information Management Systems (PIMS) will be reviewed to clearly identify distinct levels of file movement.

5. Enhanced e-Office Analytics Dashboard:

The analytics dashboard will be upgraded to monitor key metrics, including:

File pendency at various levels.

Time delays in processing.

Subject-specific pendencies, particularly for statutory clearances.

These updates aim to identify bottlenecks and optimize the workflow across all Ministries and Departments.

Objective:

The overarching goal of these guidelines is to ensure a more efficient, transparent, and accountable administrative system. The government is committed to leveraging digital tools to streamline operations, reduce delays, and promote uniform practices across the Central Secretariat.

This initiative aligns with the broader agenda of good governance and digital transformation in public administration.
