Govt Holds Pre-Session Meet with Party Leaders

A high-level meeting chaired by Union Defence Minister Shri Rajnath Singh convened 50 leaders from 36 political parties at the Parliament House Complex on November 30, 2025, to review and finalise arrangements for the upcoming Winter Session of Parliament. The discussion, called by Union Minister Shri Kiren Rijiju, focused on the schedule, tentative legislative agenda, and cooperation between parties during the sittings beginning December 1.

Who Attended and What Was Decided

The meeting drew senior Union ministers and party representatives. Present were Shri Kiren Rijiju, Minister of Parliamentary Affairs; Shri Jagat Prakash Nadda, Minister of Health & Family Welfare and Leader of the House in Rajya Sabha; Shri Arjun Ram Meghwal, Minister of State (I/C) for Law & Justice; and Dr. L. Murugan, Minister of State for Parliamentary Affairs and Information & Broadcasting. In all, 50 leaders from 36 parties—comprising Union ministers and opposition representatives—participated and exchanged views on the session’s business.

Shri Rijiju outlined the Winter Session timetable: it will commence on Monday, December 1, 2025, and is provisionally scheduled to conclude on Friday, December 19, 2025, across 15 sittings spread over 19 days. He informed attendees that about 14 items of legislative and other government business have been identified for discussion during the session. Leaders were assured that the government would be open to taking up other important matters on the floor as per the procedural norms of both Houses.

Legislative Agenda: Key Bills on the Table

The meeting circulated a list of bills likely to be taken up during the Winter Session. The proposed legislative business includes a mix of economic, administrative and sectoral reforms:

  • The Jan Vishwas (Amendment of Provisions) Bill, 2025
  • The Insolvency and Bankruptcy Code (Amendment) Bill, 2025
  • The Manipur Goods and Services Tax (Second Amendment) Bill, 2025 (to replace an Ordinance)
  • The Repealing and Amending Bill, 2025
  • The National Highways (Amendment) Bill, 2025
  • The Atomic Energy Bill, 2025
  • The Corporate Laws (Amendment) Bill, 2025
  • The Securities Markets Code Bill (SMC), 2025
  • The Insurance Laws (Amendment) Bill, 2025
  • The Arbitration and Conciliation (Amendment) Bill, 2025
  • The Higher Education Commission of India Bill, 2025
  • The Central Excise (Amendment) Bill, 2025
  • The Health Security and National Security Cess Bill, 2025

In addition to laws, financial business will include presentation, discussion and voting on the first batch of Supplementary Demands for Grants for 2025–26, along with related appropriation measures.

Cross-Party Interaction and Parliamentary Readiness

The meeting served as a platform for leaders to flag issues they may raise during the session, and many participants expressed readiness to cooperate to ensure productive proceedings. Ministers Shri Rajnath Singh and Shri Kiren Rijiju thanked party representatives for their participation and input, underlining an emphasis on constructive engagement ahead of parliamentary debates.

Officials said the government remains prepared to discuss additional matters of national importance in accordance with House rules. The presence of senior ministers from Health, Law & Justice, Parliamentary Affairs and Information & Broadcasting signalled the administration’s intent to manage the session’s legislative and procedural workload effectively.

What to Watch in the Winter Session

Lawmakers and observers will closely monitor progress on the key economic reform bills particularly the Insolvency and Bankruptcy Code amendments, the Securities Markets Code Bill, and proposals affecting corporate and insurance regulation. Education, highways, atomic energy and tax-related measures also feature prominently on the agenda.
