Govt Panel Proposes Unified National Coaching Framework

In a significant move aimed at strengthening India’s sports development pipeline, the Task Force on Unified Framework for Development of Coaching Ecosystem in India has recommended the creation of a single national system for coach education, accreditation and licensing. The recommendations were submitted to the Ministry of Youth Affairs and Sports and shared in Parliament on Monday.
The proposed framework seeks to bring consistency, quality assurance and professional standards to coaching across disciplines and states. If implemented, it is expected to address long-standing gaps in training quality, career progression and accountability within India’s coaching ecosystem.

Unified National Standards for Coaching

At the core of the Task Force recommendations is the establishment of a unified national framework that standardises coaching curricula and accreditation across sports. The panel has proposed a common core curriculum that would apply nationwide, ensuring uniform learning outcomes while allowing sport-specific adaptations.

Mandatory licensing and structured Continuing Professional Development (CPD) have been suggested to ensure that coaches remain updated with modern training methods, sports science and ethical standards. Performance-based evaluation mechanisms and incentive structures are also part of the proposed reforms.

National Coach Accreditation Board Proposed

To oversee and regulate the proposed system, the Task Force has recommended the creation of a National Coach Accreditation Board (NCAB). This apex body would be responsible for setting national standards for coach education and accreditation.

The NCAB would approve and monitor coaching pathways, accredit coach education institutions, oversee licensing and renewal processes, and ensure alignment with the National Skills Qualifications Framework and the National Education Policy 2020.

Tiered Coaching Pathway from Grassroots to Elite

The report outlines a structured national coaching pathway comprising four levels — Grassroots, Intermediate, Elite and National Team coaches. This pathway would be implemented uniformly across the country, including in states such as Telangana and Madhya Pradesh.

Community coaches and Physical Education teachers are proposed as feeder streams into the system. Clearly defined entry and progression criteria at each stage aim to create transparency and predictability in coaching careers.

Recognition of Prior Learning and Performance Ratings

To leverage existing talent, the Task Force has recommended a Recognition of Prior Learning mechanism to help former elite athletes transition into coaching roles. Bridge programmes are also proposed to allow Physical Education teachers to upgrade their skills without disrupting school responsibilities.

A five-star performance rating system linked to athlete development outcomes, advanced certifications and mentorship has been suggested. Higher ratings would enable access to senior assignments, advanced roles and performance-linked incentives.

Ethics, Safety and Inclusivity Emphasised

Strengthening ethical standards, athlete safety and inclusivity forms a key pillar of the proposed framework. The report highlights the need for safeguarding mechanisms, clear codes of conduct and accountability structures to protect athletes at all levels.

By embedding ethics and inclusivity into coach education and evaluation, the framework aims to foster a professional and athlete-centric sporting environment.

Phased Implementation Strategy

Implementation of the recommendations is proposed in a phased manner. Initial steps include the establishment of the NCAB and finalisation of the unified national curriculum, followed by the rollout of licensing requirements and tiered coaching pathways.

The information was shared by Union Minister for Youth Affairs and Sports Dr Mansukh Mandaviya in a written reply in the Lok Sabha, underlining the government’s intent to systematically reform India’s coaching ecosystem.
