India Champions Maritime Safety & Gender Equity at IMO

RR Team, July 10, 2025July 10, 2025

India made a powerful mark at the 134th session of the International Maritime Organization (IMO) Council in London. The Indian delegation, led by Shri T.K. Ramachandran, IAS, Secretary, Ministry of Ports, Shipping and Waterways, presented a strong case for maritime safety and gender inclusivity.

Raising Alarm Over Maritime Safety Risks

India opened the session with a bold statement. It addressed recent maritime incidents involving foreign-flagged container ships in Indian waters. These vessels were found carrying undeclared hazardous cargo and had stability issues.

Such lapses have resulted in safety threats—not just to the crew but also to India’s coastal ecosystems.

India urged the IMO to launch a global review of container ship safety. It emphasized the need for stricter checks on lithium-ion batteries and IMDG (International Maritime Dangerous Goods) cargo.

Call for Global Action and IMO-Led Investigations

The Indian delegation called for IMO-led investigations into all similar incidents worldwide. These investigations would help standardize procedures and enforce compliance.

India highlighted its own emergency response systems. The Indian Navy and Indian Coast Guard were praised for their fast and effective actions during these incidents.

India proposed stricter international protocols for:

  • Packaging of dangerous cargo
  • Proper cargo declaration
  • Safe stowage techniques
  • Better monitoring of container conditions

Gender Equality in the Maritime Sector

India didn’t stop at safety alone. The country took a proud stand on gender inclusivity during the IMO Council’s discussions on equality.

It introduced its national initiative “Sagar Mein Samman”, launched on 25 November 2024. This programme aims to create a safe, respectful, and empowering environment for women at sea.

“Sagar Mein Samman” supports women from training decks to top leadership positions. It reflects India’s Vision@2047 for an equitable, progressive maritime sector.

Massive Rise in Women Seafarers

The results are already visible. India proudly reported a 650% increase in the number of Indian women seafarers.

From maritime colleges to command posts on ships, more women are now navigating their careers in this traditionally male-dominated sector.

India’s efforts align perfectly with the IMO Gender Inclusion Strategy. The strategy envisions equal participation, safe working conditions, and career growth for women in global shipping.

India’s Commitment to Global Maritime Goals

India reiterated its full support to the IMO’s long-term goals. These include:

  • Enhancing maritime safety
  • Protecting the marine environment
  • Creating a sustainable and inclusive maritime future

The 134th IMO Council session saw India emerge as a strong voice for global cooperation. It also reinforced the country’s growing leadership in international shipping policies.

Trusted Global Collaboration

India’s proposals found support from other IMO member nations. These collaborations are expected to shape future maritime norms.

The Indian delegation emphasized that only unified global action can prevent accidents, protect seafarers, and build resilient sea trade networks.

As a maritime nation with a vast coastline and growing shipping sector, India’s responsibility and leadership are more critical than ever.

Conclusion: Leading with Responsibility

India’s dual focus on safety and inclusion sets a new benchmark for maritime diplomacy. The country is not only solving problems at home but also guiding international shipping toward a safer and fairer future.

The outcomes of this IMO session could influence upcoming regulations on hazardous cargo, emergency preparedness, and gender equity. India’s leadership in this arena is both timely and visionary.
