India Strengthens Electoral Ties with Bhutan Through Two-Week Training Programme for Election Officials

A two-week residential capacity development programme on election administration for senior and mid-level election officials from Bhutan concluded successfully at the India International Institute of Democracy and Election Management (IIIDEM) in New Delhi. The programme, held from March 10 to March 21, 2025, aimed to strengthen electoral management skills and deepen cooperation between the Election Commissions of India and Bhutan. Hon’ble Election Commissioner of Bhutan, Mr. Ugyen Chewang, also took part in the initiative, underscoring the importance of institutional collaboration in democratic governance.

During the programme, Chief Election Commissioner of India Gyanesh Kumar, along with Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, met Mr. Chewang to discuss best practices and challenges in election administration. The valedictory session on March 21 was marked by an address from DEC Ajeet Kumar, who reiterated India’s commitment to supporting Bhutan in building electoral capacities. Former Chief Election Commissioner T.S. Krishnamurthy also shared his insights, highlighting the credibility and expertise India’s Election Commission has developed over the years.

The training included interactive sessions, case studies, and discussions on international best practices in election management. Participants engaged in a comprehensive learning experience designed to enhance their skills and deepen their understanding of electoral processes. As part of the programme, a visit to Rewalsar, Mandi, in Himachal Pradesh was organized from March 15 to 17, at the request of the Bhutanese Election Commission. This site, associated with Guru Padmasambhava—who played a key role in introducing Buddhism to Bhutan—holds deep cultural significance. On March 19, a Peepal tree sapling was planted on the IIIDEM campus by the Bhutan EC, symbolizing the shared values of peace, sustainability, and spiritual wisdom between the two nations.

India’s Election Commission has maintained a long-standing partnership with Bhutan through regular training programs and exchanges. This initiative reflects the strong and enduring ties between the two countries, emphasizing the shared commitment to strengthening democratic institutions and governance.
