IMC 2025 and Industry Issues
The meeting addressed three primary agendas: review of IMC 2025 planning, resolution of issues flagged by TSPs and OEMs, and assessment of the Telecom Manufacturing Zone (TMZ) in Gwalior and the Telecom Innovation, Research and Training Centre in Jabalpur. Shri Scindia noted that most previously raised issues by TSPs regarding cyber security, spam control, standards, and technology interoperability had been successfully resolved.
However, three critical areas remain under review: bridging the digital divide, spectrum authorization, and business viability of fixed-line services. Stakeholders are expected to provide feedback on draft regulations by 6 October 2025. Additional matters concerning telemarketer regulations, license fees, and electricity requirements are being examined under the forthcoming Telecom Policy framework.
OEM Concerns and Manufacturing Initiatives
On the OEM side, issues related to indigenous manufacturing, testing and certification timelines, and ease of doing business have largely been addressed. Pending items include achieving cost structure parity with global peers, building a domestic manufacturing ecosystem, promoting design-led manufacturing, and resolving single-source component procurement challenges. Feedback on these topics is also expected by 6 October 2025.
Shri Scindia reiterated the government’s commitment to strengthening indigenous telecom manufacturing, fostering innovation, and bridging technological gaps. He urged TSPs and OEMs to coordinate closely with the Department of Telecommunications (DoT) to provide actionable inputs within the stipulated timelines.
Strategic Telecom Projects
The meeting highlighted the importance of the Telecom Manufacturing Zone in Gwalior and the Telecom Innovation, Research and Training Centre in Jabalpur. These projects aim to position India as a global hub for telecom technology, services, and manufacturing. Shri Scindia emphasized that upcoming initiatives like IMC 2025 will play a pivotal role in showcasing India’s telecom capabilities and driving industrial growth.
Stakeholders Advisory Committees (SACs) were discussed as vital platforms for structured two-way dialogue between government, industry, and innovators, ensuring inclusive and collaborative policy-making across the telecom ecosystem.
