Lokpal Invites Officers on Deputation for 81 Posts

Lokpal of India, the apex anti-corruption ombudsman, has taken a major step toward building its own independent workforce. On July 26, 2025, it officially invited applications from serving officers for appointment on a deputation basis to 81 posts across various grades. This decision aims to end years of skeletal staffing and streamline its operations for greater public accountability.

Why This Move Matters

Since its formation in 2014 under the Lokpal and Lokayuktas Act, 2013, Lokpal of India has largely functioned with temporary staff drawn from the Central Secretariat Service (CSS) and Central Secretariat Stenographer Service (CSSS) cadres. Despite becoming fully functional in 2019, it continued to operate with minimal manpower.

The number of public complaints has been increasing steadily. With pressure mounting to meet timelines and maintain confidentiality as mandated by the Act, this staffing shortfall began affecting efficiency. Thus, Lokpal has taken a strategic decision: fill key posts temporarily through deputation until direct recruitment becomes possible.

A Structured Approach to Strengthening the Workforce

In August and September 2024, Lokpal approved a new Organogram that outlines its permanent staffing pattern. This restructuring aims to strengthen the organization from within, build institutional memory, and ensure it can effectively perform its statutory duties.

In addition, the Lokpal Officers and Staff (Conditions of Service) Regulations, 2024 have been finalized. These regulations, which cover salaries, allowances, pensions, and leave, are currently pending approval from the Competent Authority under Section 10 of the Act.

Deputation: An Interim but Crucial Step

Until direct recruitment becomes viable, deputation remains a practical interim solution. Lokpal has now decided to fill 81 essential posts through deputation and has published the official vacancy circular on its website.

This move is not just administrative. It’s an urgent necessity to uphold the Lokpal’s credibility, responsiveness, and institutional independence. Timely action on public grievances and corruption complaints cannot be compromised due to a lack of staff.

Who Can Apply?

Serving officers who meet the eligibility criteria outlined in the official advertisement are encouraged to apply. These positions are open to eligible government officers with relevant experience in administration, investigation, legal affairs, finance, and support services.

The recruitment is governed by the Lokpal Act and related deputation guidelines. Interested candidates must apply through proper channels and obtain necessary clearances from their parent departments.
