Monsoon Session to Face Heat Over SIR, Manipur Crisis

New Delhi, July 16, 2025: As the Monsoon Session of Parliament kicks off on July 21, the stage is set for a high-stakes confrontation between the BJP-led NDA government and the Opposition. While the government has prepared an ambitious legislative agenda, the Opposition plans to target it on several pressing issues — including the Special Intensive Revision (SIR) in Bihar, the Pahalgam terror attack, and the ongoing crisis in Manipur.

Heavy Legislative Agenda: Eight New Bills

The government has listed eight new bills for introduction and plans to push the long-pending Income Tax Bill through. Among the key legislations are:

  • National Sports Governance Bill, 2025
  • Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025
  • National Anti-Doping (Amendment) Bill, 2025
  • Jan Vishwas (Amendment of Provisions) Bill, 2025

A source from the Treasury benches admitted, “While the legislative agenda is important, the session will be dominated by debates over the SIR exercise in Bihar, Operation Sindoor, and the Ahmedabad air crash.”

Opposition Gears Up to Corner the Government

The Opposition has accused the government of using the SIR (Special Intensive Revision) exercise in Bihar to disenfranchise marginalized voters. The EC’s voter list update has created confusion and panic, especially among minority communities. Congress MP Manish Tiwari called the move a “fundamental threat to democracy.”

The INDIA bloc is also likely to raise the April 22 Pahalgam terror attack, which killed 26 tourists. Jammu and Kashmir L-G Manoj Sinha acknowledged it as a security failure. Opposition parties had requested a special session to discuss this, but the government announced the Monsoon Session instead.

Manipur: President’s Rule Extension Draws Fire

The government plans to extend President’s Rule in Manipur, which has been in place since February 13. The Opposition wants answers on the state’s deteriorating law and order. PM Modi hasn’t visited Manipur since May 2023 despite ongoing ethnic tensions and violence.

Congress leader Jairam Ramesh recently said, “The Prime Minister has found time for foreign tours but not for Manipur.” The RSS has also voiced concern. In June 2024, RSS chief Mohan Bhagwat said peace had eluded Manipur for too long.

Justice Impeachments Add Fuel to Fire

Parliament is also expected to take up the impeachment of Delhi High Court judge Justice Yashwant Varma, following the recovery of large sums of cash from his residence. Meanwhile, the Opposition has filed a separate notice against Allahabad High Court’s Justice Shekhar Kumar Yadav over alleged communal remarks. Rajya Sabha Chairman Jagdeep Dhankhar will rule on this soon.

BJP Readies Defense: “Open to Debate, Not Drama”

Union Minister Anurag Thakur said the government welcomes discussion. “We believe in debate — that’s the essence of democracy. The Opposition should participate, not walk out,” he stated.

Sources in the BJP say the government expects the new Income Tax Bill, reviewed by a select committee led by BJP MP Baijayant Panda, to pass this session after cabinet approval of amendments.

  • Key Bills: Income Tax, Sports Governance, Geoheritage Preservation
  • Hot Topics: SIR in Bihar, Manipur crisis, Operation Sindoor

The Congress has already begun internal meetings to finalise its floor strategy. Sonia Gandhi, Mallikarjun Kharge, and Rahul Gandhi met with parliamentary strategists to coordinate efforts.

Conclusion: Monsoon Session Likely to Be Stormy

As Parliament convenes, the government aims to project strength through its bills and policy reforms. But the Opposition, buoyed by recent unity under the INDIA bloc, is preparing to hold it accountable on multiple fronts.

With public sentiment watching closely, this session may shape the political narrative ahead of the 2026 general elections.
