The Ministry of Skill Development and Entrepreneurship (MSDE) concluded its main-phase activities under Special Campaign 5.0 (2–31 October 2025) with nationwide participation across its attached and subordinate offices. The campaign focused on two core goals: enhancing cleanliness in offices and reducing pendency of administrative matters, especially references from Members of Parliament and public grievances.
Campaign reach and headline outcomes
MSDE reports that more than 1,836 cleanliness drives were carried out during the campaign period. Administrative actions led to the disposal of 307 public grievances, 27 public grievance appeals, 3 MP references and 7 parliamentary assurances. The concerted effort underscores the ministry’s commitment to citizen-centric governance and efficient service delivery.
Records management: freeing space and generating revenue
Recognising that effective record-keeping is central to administrative hygiene, MSDE organised a dedicated workshop with the National Archives of India to sensitize officers on records management best practices. As an outcome, 1,250 files were reviewed and 466 files weeded out. In the e-files domain, 658 files were reviewed and 266 closed.
These measures freed up roughly 4,000 square feet of physical storage and yielded revenue of ₹7,58,000 from scrap disposal tangible gains from simple, methodical housekeeping.
Focus on pendency: MPs, assurances and public grievances
MSDE prioritised clearing long-standing administrative pendency during the campaign. The ministry disposed of multiple categories of references that directly affected public access to services an important step for accountability. Reducing pendency of MP references and parliamentary assurances also helps maintain legislative oversight and responsiveness.
Outreach and public engagement
Awareness and advocacy formed a crucial part of Special Campaign 5.0. The ministry ran an active social media outreach under the banner #SpecialCampaign5, amplifying posts on platforms such as X (Twitter) and Facebook. The online push helped communicate progress and encouraged participation across MSDE’s decentralised offices.
Why administrative cleanliness matters
Cleanliness of workspace and effective records management are not mere optics they are drivers of organisational efficiency. Well-maintained records speed up citizen requests, reduce duplication, and lower operational costs. The MSDE campaign demonstrates how focused internal reforms can translate into better public service outcomes.
Lessons and next steps
MSDE says it achieved the targets identified in the preparatory phase and will institutionalise several practices introduced during the campaign. These include periodic file reviews, ongoing coordination with the National Archives for records policy, and sustained social media engagement to keep stakeholders informed.
The ministry’s approach provides a replicable template for other departments seeking quick wins in governance through low-cost interventions such as weeding obsolete files, closing backlogged e-files and disposing of scrap responsibly.
