NHAI’s First-Ever Asset Monetisation Strategy Aims to Transform Road Financing

The National Highways Authority of India (NHAI) has taken a major step toward revolutionizing infrastructure financing by releasing its first-ever ‘Asset Monetisation Strategy for the Road Sector’. This landmark strategy was officially unveiled on June 9, 2025, and is designed to unlock the value of operational National Highway assets while increasing public-private participation in India’s infrastructure growth story.

NHAI’s Monetisation Tools and Their Financial Impact

Why Asset Monetisation Matters

India’s growing highway network needs consistent funding. Traditional funding sources alone are not enough. To address this, NHAI has turned to asset monetisation tools like:

  • Toll-Operate-Transfer (ToT)

  • Infrastructure Investment Trusts (InvITs)

  • Securitisation models

Through these mechanisms, NHAI has already mobilized over ₹1.4 lakh crore across 6,100 km of highways under the National Monetisation Pipeline (NMP).

Three Core Pillars of the Strategy

The new strategy rests on three strategic foundations:

  1. Value Maximisation – Leveraging underutilized assets to generate long-term returns.

  2. Transparency and Information Dissemination – Ensuring investor trust through open data and clear processes.

  3. Market Development – Broadening the investor base and encouraging deeper stakeholder involvement.

This comprehensive approach aims to transform India’s road sector into a self-sustaining, investment-ready ecosystem.

Leadership Speaks

NHAI Chairman Shri Santosh Kumar Yadav stated:

“Our asset monetisation strategy ensures financial sustainability while offering private players a role in nation-building. It enhances road quality, supports innovation, and reduces dependence on traditional funding.”

Shri N.R.V.V.M.K. Rajendra Kumar, Member Finance, added:

“This document gives a clear structure to identify and value assets, building investor confidence and ensuring efficiency in implementation.”

Supporting Government’s 2025-30 Vision

The initiative directly aligns with the Government of India’s Asset Monetisation Plan (2025–30). It represents a fundamental shift from traditional government-led infrastructure development to a market-driven and sustainable financing model.

NHAI’s efforts contribute significantly to the National Highway Development Programme, enabling smarter investments and better road asset management.
