Nirmala Sitharaman Inaugurates New CGST Bhawan in Ghaziabad

Ghaziabad, October 25, 2025: Union Minister of Finance and Corporate Affairs, Smt. Nirmala Sitharaman, inaugurated the newly constructed Central Goods and Services Tax (CGST) Bhawan on Rani Jhansi Marg, Ghaziabad. The modern complex symbolizes India’s vision for efficient, transparent, and citizen-friendly tax administration.

Next-Generation Tax Infrastructure

The Finance Minister described the new CGST Bhawan as a “symbol of modern India’s commitment to good governance — where infrastructure meets innovation and efficiency aligns with empathy.” She called for a next-generation revenue infrastructure that operates in sync with next-generation taxation reforms, emphasizing empathy, courtesy, and integrity in tax administration.

Highlighting the successful rollout of GST 2.0, Sitharaman said the reform had created a “global buzz” for its citizen-centric design, ease of compliance, and positive impact on festive season demand. She commended the Central Board of Indirect Taxes and Customs (CBIC) for completing the GST 2.0 implementation ahead of schedule.

Administrative Synergy and Efficiency

The Ghaziabad CGST Bhawan integrates the offices of the CGST Ghaziabad Commissionerate, CGST Audit Commissionerate, CGST Appeals Commissionerate, and the Pay & Accounts Office under one roof, enhancing administrative coordination and service delivery.

Spread across 2.21 acres, the seven-storey green complex includes two basements and parking for nearly 300 vehicles. Built at a cost of ₹116 crore, it stands as the largest government office complex constructed by the Central Public Works Department (CPWD) in Ghaziabad.

Focus on Transparency and Accountability

Sitharaman also emphasized internal accountability within the CBIC, directing that disciplinary proceedings against officials be completed in a time-bound manner. “Swift action against misconduct ensures integrity, while quick closure for the innocent restores morale and dignity,” she stated.

She further urged officers to uphold the motto: “गलत किया तो खैर नहीं, सही किया तो कोई बैर नहीं,” reinforcing that fairness and responsibility should guide all actions in public service.

Eco-Friendly and Inclusive Design

The new CGST Bhawan embodies green architecture and has been awarded a Five-Star GRIHA rating. It features a solar power plant, rainwater harvesting system, smart energy meters, waste-to-pencil unit, and an integrated solid waste management facility.

Designed with inclusivity in mind, the building houses a creche and rest area for working mothers, a gymnasium, an auditorium, a digital learning kiosk named GST Saarthi, and a well-equipped Taxpayers’ Lounge.

Commitment to Citizen-Centric Governance

Speaking at the event, CBIC Chairman Sanjay Kumar Agarwal underlined the department’s focus on digital transformation, sustainable infrastructure, and efficient taxpayer services. The ceremony concluded with a vote of thanks by Sanjay Mangal, Chief Commissioner, CGST Meerut Zone.

Strategically located in the industrial hub of the NCR, the CGST Bhawan is set to become a landmark for transparent and technology-driven tax governance, aligning with India’s vision of ease of doing business and trust-based compliance.
