NITI Aayog Rolls Out Sampoornata Abhiyan 2.0

NITI Aayog on Tuesday launched Sampoornata Abhiyan 2.0, a focused three-month nationwide campaign aimed at achieving saturation of critical development indicators across India’s Aspirational Districts and Aspirational Blocks. The campaign will run from 28 January to 14 April 2026 and seeks to build upon the success of the first phase conducted in 2024.

The initiative was inaugurated by Shri B.V.R. Subrahmanyam, CEO, NITI Aayog, in the presence of senior officials from the Centre and States, District Collectors, Mission Directors, development partners and other stakeholders associated with the Aspirational Districts and Blocks Programme.

Focus on saturation of key indicators

Sampoornata Abhiyan 2.0 aims to achieve full saturation of five Key Performance Indicators (KPIs) in Aspirational Districts and six KPIs in Aspirational Blocks. These indicators focus on health, nutrition, education, sanitation and livestock welfare—sectors that directly impact quality of life.

At the block level, priority indicators include regular supplementary nutrition for children under the Integrated Child Development Services, accurate measurement of children at Anganwadi Centres, functional toilets and drinking water facilities at Anganwadis, adequate girls’ toilets in schools, and vaccination of bovine animals against Foot and Mouth Disease.

Health, nutrition and education at the district level

For Aspirational Districts, the campaign targets improvements in institutional health and sanitation outcomes. These include increasing the proportion of newborns weighed at birth, improving tuberculosis case notification rates across public and private institutions, ensuring regular conduct of Village and Urban Health Sanitation and Nutrition Days, expanding functional girls’ toilets in schools, and strengthening animal vaccination coverage.

According to NITI Aayog, achieving saturation in these indicators will help close persistent development gaps in underserved regions and ensure equitable access to essential public services.

Action plans and monitoring mechanisms

Districts and Blocks have been directed to prepare detailed three-month action plans outlining steps to achieve saturation of the identified indicators. Progress will be tracked on a monthly basis, supported by awareness and behaviour-change campaigns at the grassroots level.

District-level officers will conduct concurrent field visits to monitor implementation, while NITI Aayog will work closely with Central Ministries, State Governments and Union Territories to provide technical support, capacity building and real-time problem solving.

Building on Aspirational Districts and Blocks Programme

The Sampoornata Abhiyan 2.0 is anchored within the broader Aspirational Districts Programme (ADP) launched in 2018, which covers 112 districts across the country. The programme has shown measurable progress across health, education, agriculture, financial inclusion and infrastructure indicators.

Building on this momentum, the Aspirational Blocks Programme (ABP) was introduced in 2023 to ensure saturation of essential government services in 513 blocks across 329 districts. Both programmes adopt a competitive-cooperative framework driven by data, rankings and outcome-based governance.

Collaborative approach for last-mile delivery

NITI Aayog emphasised that Sampoornata Abhiyan 2.0 will rely on close coordination among all levels of government to deliver tangible outcomes on the ground. The focus will remain on strengthening service delivery systems, improving planning at the district and block levels, and ensuring sustainability beyond the campaign period.

Towards inclusive and balanced development

With Sampoornata Abhiyan 2.0, the government seeks to reinforce its commitment to inclusive growth by ensuring that no district or block is left behind. By focusing on measurable outcomes and time-bound implementation, the campaign aims to translate policy intent into visible improvements in everyday lives.

The initiative is expected to play a critical role in accelerating progress in India’s most underserved regions and strengthening the foundation for long-term socio-economic development.
