Parag Jain Takes Charge as New RAW Chief: Strategic Shift in India’s Intelligence Network

The Narendra Modi-led government has appointed Parag Jain, a seasoned Indian Police Service (IPS) officer from the 1989 Punjab cadre, as the new Secretary of the Research and Analysis Wing (RAW), India’s external intelligence agency. He replaces Ravi Sinha, whose two-year tenure ends on June 30, 2025.Parag Jain’s appointment signals a decisive shift in India’s intelligence operations, especially in light of growing regional challenges and internal reforms in security architecture.

Who is Parag Jain?

Currently serving as the head of the Aviation Research Centre (ARC), Jain has had an illustrious career marked by both field operations and diplomatic postings. ARC played a critical role in “Operation Sindoor”, an intelligence-gathering initiative against Pakistan’s military buildup earlier this year.

He has previously served as SSP in Chandigarh and held foreign assignments in Canada and Sri Lanka. He also played a crucial role in counter-terrorism operations in Jammu and Kashmir.

What Was Operation Sindoor?

While specific details remain classified, Operation Sindoor reportedly involved surveillance on Pakistani forces near the LoC. Under Jain’s leadership, ARC successfully provided critical insights for India’s defense and diplomatic responses.

This operation showcased Jain’s strength in combining field intelligence with advanced technology—an asset in today’s hybrid warfare era.

India’s Intelligence Community Reacts

Experts have praised the appointment. Quoting late intelligence expert B. Raman from his archives, “RAW chiefs must grasp the psychology of adversaries and field conditions. Jain embodies that combination.”

Looking Ahead

Parag Jain will officially assume office on Monday, July 1, 2025. With ongoing tensions across borders and new cyber threats, Jain is expected to strengthen RAW’s focus on regional intelligence, drone-based surveillance, and cyber monitoring.
