PDUNASS Concludes Training for Newly Promoted APFCs

The Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS), New Delhi, has successfully concluded a three-week Orientation Training Programme for newly promoted Assistant Provident Fund Commissioners (APFCs). The initiative aimed at building leadership qualities rooted in knowledge, empathy, and citizen-centric governance.

The valedictory session was attended by Shri Ramesh Krishnamurthi, Central Provident Fund Commissioner (CPFC), who praised the academy’s efforts in preparing officers to uphold the values of integrity, accountability, and compassion while serving over 30 crore subscribers of the Employees’ Provident Fund Organisation (EPFO).

Focus on Compassion and Leadership

The programme was designed to combine technical expertise with behavioural training. Key sessions included ethics, design thinking, customer centricity, compassion in governance, and landmark judicial decisions. A special highlight was the pioneering course on “Compassion in Governance,” conceptualised by Shri Sanjay Rai, RPFC-I, making PDUNASS the first institution in India to embed empathy into public administration training.

Shri Kumar Rohit, Director of PDUNASS, underlined the academy’s evolving pedagogy, which blends case-based learning, audio-visual modules, outbound training, and design thinking workshops. He encouraged participants to prioritise grievance redressal and citizen satisfaction in their official duties.

Experiential Learning and Recognition

Half of the curriculum focused on leadership and behavioural development. Faculty from leading institutions including the National Institute of Design, National Law University Delhi, and V.V. Giri National Labour Institute contributed to the sessions.

A four-day outbound training segment offered hands-on team-building exercises. Weekly assessments, interactive modules, and creative initiatives like the “Delicious Initiative” ensured holistic development. Officer trainees were honoured in various categories such as best classroom performance, reading initiative, outbound training excellence, and contributions to extracurricular activities.

New Tools for Better Governance

During the session, Shri Krishnamurthi also highlighted EPFO’s ongoing reforms, including the upgraded Electronic Challan-cum-Return (ECR) system. The revamped platform now features advanced validations for EPS membership and international worker status, alongside automated damage and interest calculations under Sections 7Q and 14B of the EPF Act. These upgrades aim to reduce compliance errors and improve transparency.

Trainee Reflections

Sharing their experiences, one trainee said the programme offered “renewed perspective and deeper insights” through immersive learning. The mix of classroom teaching and field exercises was credited with strengthening empathy and problem-solving skills, both crucial for effective governance.

Preparing Future Leaders

Shri Ram Anand, RPFC-I and Course Director, presented a detailed report on the programme. He emphasised that the balance of academic, behavioural, and extracurricular training has equipped officers with both technical skills and emotional intelligence. According to him, this combination will help the APFCs deliver responsive and compassionate governance as they take up leadership roles within EPFO.
