PMSGMBY Set to Surpass 10 Lakh Installations by March 2025, Targeting One Crore by 2027

The PM Surya Ghar: Muft Bijli Yojana (PMSGMBY), the world’s largest domestic rooftop solar scheme, is transforming India’s solar energy landscape. The scheme is projected to surpass 10 lakh installations by March 2025, with ambitious targets of 20 lakh installations by October 2025, 40 lakh by March 2026, and one crore by March 2027. In just 9 months since the launch in February 2024, 6.3 lakh installations have been completed, averaging 70,000 per month. This represents a remarkable ten-fold increase in monthly installations compared to the pre-scheme average of 7,000 per month. States such as Gujarat, Maharashtra, Kerala, and Uttar Pradesh have shown exceptional progress, aided by strong infrastructure and stakeholder collaboration.

The early success of PMSGMBY reflects the solid groundwork being laid for accelerated growth, promising a sustainable future for rooftop solar energy.

Addressing Implementation Challenges for Faster Rollout

Initial challenges were swiftly resolved to expedite the rollout. DISCOMs implemented auto-load enhancements to ensure sufficient power capacity, and regulatory barriers were reduced by waiving Technical Feasibility Reports (TFR) for systems up to 10kW. Timely inspections by DISCOMs helped expedite subsidy releases, while measures were put in place to ensure the availability of net meters. Efforts to expand the vendor base have also supported rapid deployment, with affordable financing options through the Jan Samarth Portal for systems up to 3kW.

Building Infrastructure for Large-Scale Deployment

Developing robust IT systems to integrate over 90 DISCOMs, banks, and other stakeholders has been critical for smooth operations at this scale. Nearly 9,000 vendors have been activated, with more joining daily, while capacity-building initiatives have trained 40,000 personnel to ensure high-quality installations and service delivery. Over the next eight months, an additional 2 lakh technicians will be trained, and more than 50,000 DISCOM engineers are receiving specialized training to inspect and commission rooftop solar plants and provide net meters.

Simplifying Consumer Processes

The scheme has simplified the process for consumers significantly. Previously, applicants needed to submit numerous documents and make repeated visits to DISCOM offices. Now, most DISCOMs have waived the need for Technical Feasibility approvals for systems under 10kW and have digitized their processes, streamlining applications and reducing paperwork. Applications can now be completed in just 5 minutes on the official PMSuryaghar.gov.in portal, which also allows applicants to select vendors and plan the capacity of their rooftop solar system using the GIS feature. Loans at 7% interest can also be applied for directly on the portal. Once installed, details can be uploaded quickly, with the portal notifying DISCOMs for inspection, enabling the prompt disbursement of subsidies.

Efficient Subsidy Disbursement

Efficient subsidy disbursement has been a key success of the scheme. After the conclusion of the Model Code of Conduct in June 2024, subsidy disbursements commenced immediately. By November 2024, over ₹3,100 crore had been distributed to more than 4 lakh consumers, with an average of 67,000 households receiving subsidies each month. Subsidy processing is now completed within 15 days, significantly enhancing consumer satisfaction.

Increasing Household Satisfaction

As subsidies are processed quickly and electricity bills are significantly reduced, more applications are flowing in through word-of-mouth recommendations. Notably, 28% of households are receiving zero electricity bills, further driving demand.

Extensive Awareness Campaigns

Extensive awareness campaigns have complemented the operational efforts, helping drive registrations and educate households about the scheme’s benefits. These campaigns are expected to sustain momentum and foster wider adoption of rooftop solar energy.

The PMSGMBY is on track to meet its ambitious targets and is set to usher in a new era for rooftop solar success. With strong infrastructure, streamlined processes, and a clear vision, the scheme is poised for rapid growth. It is not only a model for sustainable energy deployment but also stands as a benchmark for renewable energy integration globally, providing socio-economic and environmental benefits while empowering millions of households across the nation.
