Putin’s Il-80 ‘Flying Kremlin’ Becomes World’s Most-Tracked Jet

Russian President Vladimir Putin’s arrival in Delhi on Thursday became a global aviation spectacle when his specially modified Ilyushin Il-80 popularly called the “Flying Kremlin” or “Doomsday plane” turned into the world’s most-tracked flight, according to FlightRadar24. The unusually high interest reflects not only Putin’s high-profile India visit but also the aircraft’s aura of secrecy, resilience, and strategic purpose.

A Command Centre Built for the Worst-Case Scenario

The Il-80 is a heavily fortified airborne command aircraft designed to keep the Russian leadership operational during catastrophic situations, including nuclear or cyber warfare. Adapted from the Il-86 passenger jet, the aircraft serves as a flying nerve centre capable of directing military operations if ground infrastructure is compromised. Only a handful of such aircraft exist worldwide, all maintained under strict secrecy.

Its windowless fuselage except for the cockpit is engineered to protect internal systems from nuclear flash effects and electromagnetic pulses. The aircraft is also thought to contain specialised shielding to safeguard communications hardware and onboard electronics during mass-disruption events.

Soviet Roots, Modern Upgrades

The “Flying Kremlin” traces its lineage back to the ambitious Soviet aerospace programmes of the 1980s. Developed initially as a commercial wide-body aircraft to rival Western manufacturers, the Il-86 later evolved into the Il-96 family, which became the backbone of Russia’s presidential fleet.

By the 1990s, Russia began upgrading select airframes into airborne command posts designated as Il-96-300PU where “PU” stands for punkt upravleniya, or command station. Although similar in basic structure to civilian models, the aircraft incorporates advanced communications suites, hardened electronics, and classified defensive mechanisms.

Reports from aviation analysts, including Safe Fly Aviation, suggest that newer iterations have undergone multiple rounds of modernisation to meet evolving strategic needs, including secure satellite links and enhanced survivability systems.

Designed to Stay Airborne for Days

The Il-80’s capability to refuel midair significantly extends its operational endurance, allowing it to remain airborne for prolonged durations in the event of national emergencies. This feature is crucial for scenarios where sustained coordination of nuclear forces or critical defence decisions must continue without interruption.

Inside, the aircraft reportedly hosts several high-priority facilities: secure conference halls, workstations, encrypted communication rooms, private suites, a medical bay, and even recreational spaces designed for long-haul missions. Although specifics remain classified, the internal architecture aims to ensure command continuity while providing essential amenities for senior officials and military personnel.

Layers of Secrecy and Defence

While Russia has never disclosed full details of the aircraft’s defence capabilities, defence experts indicate that it likely carries anti-missile systems, countermeasure dispensers, and radar-reducing surface coatings. These measures are intended to protect the plane from hostile interception or electronic warfare during flight.

Most of the aircraft’s technical features remain classified due to national security considerations. However, its operational secrecy has only fuelled global intrigue every time it takes to the skies.

Putin’s High-Profile India Visit

Putin landed in Delhi late Thursday for a two-day state visit his first trip to India since 2021. Prime Minister Narendra Modi received him at Palam Airport, breaking customary protocol to personally welcome the Russian leader. Both leaders later travelled in the same vehicle to the Prime Minister’s residence for a private dinner ahead of Friday’s bilateral talks.

The visit comes amid evolving geopolitical alignments, ongoing global conflicts, and renewed focus on India-Russia strategic ties. More details on the visit are expected following official briefings from the Government of India.
